A GESTÃO DOS USOS MÚLTIPLOS DA ÁGUA NUMA BACIA HIDROGRÁFICA COMO FERRAMENTA DE DESENVOLVIMENTO REGIONAL SUSTENTÁVEL

Resumo

O presente artigo tem como objetivo tratar da gestão dos usos múltiplos da água como ferramenta para o desenvolvimento regional sustentado tendo como exemplo a sub-bacia do Rio Pardo. Esta sub-bacia situa-se no Estado de São Paulo, abrange terras dos municípios de Botucatu e Pardinho, localizados na região centro Sul deste Estado. Compreendendo áreas desde as proximidades da nascente do rio Pardo, no município de Pardinho, até o local de captação de água para abastecimento urbano do município de Botucatu, realizado pela Companhia de Saneamento Básico do Estado de São Paulo - SABESP. Esse trecho foi destacado para o estudo, pois o rio Pardo desempenha importante papel no Estado de São Paulo. Esta sub-bacia, em particular, é de grande importância para sua região, uma vez que a população dos municípios de Pardinho e Botucatu realizam diversos usos de suas águas como: abastecimento urbano, dessedentação de animais, irrigação e turismo. Para o conhecimento dos usos múltiplos da água, foram levantadas as outorgas emitidas pelo Departamento de Água e Energia Elétrica - DAEE para estes municípios, acessando seu sítio na internet, e localizadas, por meio das coordenadas geográficas, as que se encontram dentro da sub-bacia. Com este primeiro levantamento, foram considerados somente os usos outorgados, para verificação de eventuais conflitos existentes. Posteriormente, foram realizadas algumas visitas pontuais na sub-bacia para observação das atividades desenvolvidas na mesma, observando assim, além dos usos outorgados, práticas de pesca e lazer. Então, para um conhecimento mais próximo da realidade, foi utilizado o software Google Earth, localizando os barramentos existentes dentro da sub-bacia. Em seguida, a fim de estimar as captações subterrâneas, foram levantados ainda, através do software Google Earth, os núcleos rurais, considerando construções acima de 1.000 m² juntamente com os barramentos existentes. Para o conhecimento do uso de ferramentas para o desenvolvimento regional baseado nos usos dos recursos hídricos, foram levantados também, os atores sociais em comum para os municípios e seus objetivos. Como resultados observou-se que mesmo nos usos outorgados existe o conflito de interesse quanto ao uso da água, e ainda que existem usos sendo realizados que ainda não são regularizados.  Findo este estudo, concluiu-se que nesta sub-bacia ainda há a necessidade de regularização dos usos realizados dos recursos hídricos, porém, mesmo com esse atraso na regularização dos usos, conhecendo os atores sociais que atuam nos municípios da região (Botucatu e Pardinho) é possível afirmar que esses municípios compartilham da preocupação com a manutenção e melhoria da qualidade e quantidade dos recursos hídricos, em particular da sub-bacia do rio Pardo, por este tratar-se do manancial de abastecimento desses municípios. Sendo assim, o desenvolvimento desta região caminha na busca por sustentabilidade por meio das ações desses atores sociais.

MANAGING MULTIPLE USES OF WATER IN A HYDROGRAPHIC BASIN AS A TOOL FOR REGIONAL SUSTAINABLE DEVELOPMENT

ABSTRACT: This article aims to deal with the management of multiple uses of water as a tool for sustainable regional development taking as an example the Pardo River sub-basin. This sub-basin is located in the State of São Paulo, Brasil, covers lands of the municipalities of Botucatu and Pardinho, located in the Southern center of this State. Comprising areas from near the source of the Pardo River, in the municipality of Pardinho, to the location of water catchment for urban supply of Botucatu, conducted by the Sanitation Company of the State of São Paulo – SABESP. This stretch was choosen for study since the river Pardo plays an important role in the State of São Paulo. This sub-basin, in particular, is of great importance to its region, since the population of the municipalities of Botucatu and Pardinho do various uses of its water as urban supply, watering livestock, irrigation, and tourism. To the knowledge of the multiple uses of water, the grants issued by the Department of Water and Power - DAEE for these municipalities were surveyed by accessing its website, and located by means of geographical coordinates, those that lie within the sub-basin. With this first survey, we considered only those uses that were granted, to check for possible conflicts.

Subsequently, some occasional visits in the sub-basin were done to observe the activities performed in it. Then, activities beyond the granted uses like fishing practices and leisure were observed. Then, for a closer knowledge of the reality, the Google Earth software was used, locating existing barriers within the sub-basin. Then, to estimate underground catchment of water the rural settlements, considering buildings over 1,000 m² together with the existing barriers were raised through the Google Earth software. Social actors in common for municipalities were named to analyze their goals regarding the regional development based on the use of water resources. It was observed that, even within the granted uses, there is conflict of interest, and that there are uses that are being made that are not yet settled. At the end of this study, it was concluded that, in this sub-basin there is still a need for regularization of water use. But, even with that delay in use regularization, knowing the social actors involved in the municipalities of the region (Botucatu and Pardinho) it is possible to assert that these municipalities share the concern of maintaining and improving the quality and quantity of water resources. In particularly, the Pardo river sub-basin, since it is the fount of supply of these municipalities. Thus, the development of this region goes by searching for sustainability through the actions of these social actors.
